Haiti is the poorest country on the American double continent and has been in a deep political crisis for several months. In March, the government imposed a one-month state of emergency in certain districts of the capital and an inland region in order to regain control of the cartel-controlled areas. The occasion was the numerous kidnappings, robberies and looting, which had increasingly led to protests on the streets of the capital.
